Maintaining confidence in releasing lockdown

The most important difference in approach by different European countries appears to be the idea of a central location tracking database ... some countries regard it as necessary, others regard it as a step too far. It remains to be seen whether the early results of relaxing lockdown will change that debate or whether concerns about freedom of movement and privacy will dominate the debate. 

In practical terms, it means the tech companies' rapid work to create anonymised tracking may not have the positive impact it may otherwise have had.

Italy is preparing to join Germany in launching a Covid 19 contact-tracing mobile application that will avoid location tracking and a centralised database, opting for a standard created by technology companies Apple and Google that they regard as more privacy friendly. The move underlines an increasing split in Europe over the use of technology to try to keep the pandemic under control once countries ease movement restrictions
