The debates around the effectiveness of sanctions are well rehearsed but the humanitarian impact in countries such as Iran causes us to ask more fundamental questions. It will be interesting to see if this initiative gets traction and, if it does, whether we will change the way we evaluate sanctions when the crisis is over.
